1.0 MEETING OPENING 1.01 INVOCATION - Rev. Reese Washington, Shiloh Baptist Church, Brandy Station, VA 1.02 CALL TO ORDER 1.03 PLEDGE OF ALLEGIANCE 2.0 AGENDA 2.01 APPROVAL OF AGENDA 2.02 CONSENT AGENDA 5.0 GENERAL COUNTY BUSINESS 5.01 The Board will discuss rescinding the hiring freeze 6.0 NEW BUSINESS 6.01 The Board will consider sending a letter to PJM Board of Managers requesting they decline to approve the proposed Joshua Falls–Yeat scope change in its current form 6.02 The Board will hear a presentation from the Richardsville Coalition on their concerns with the proposed Yeat to Joshua Falls transmission line and associated substation 6.03 The Board will hear a presentation from Donna Staton on the upgrade of general newborn nursery to an intermediate care nursery allowing us to enhance the level of services 7.0 COMMITTEE REPORTS PUBLIC WORKS - DID NOT MEET BUILDING & GROUNDS a. The Committee brings forward the recommendation to approve the License Agreement with Carver 4-County Museum, Inc., to operate the Alumni Museum at the Carver Center. RULES a. The Committee will consider an ordinance revision to Chapter 6A-Cable Communications- Article V- Sec. 6A-5-1. - Franchise term. PERSONNEL a. The Committee brings forward for recommendation to pay bonuses to the State Compensation Board Officers and staff b. The Committee brings forward a recommendation for approval for changes to the PMP requested by Human Services and the Interim County Administrator. 8.0 ECONOMIC DEVELOPMENT REPORT 9.0 ADMINISTRATOR'S REPORT 10.0 CLOSED SESSION 10.01 The Culpeper County Board of Supervisors will motion to enter into closed session pursuant to §§ 2.2-3711(A)(1), 2.2-3711(A)(7), and 2.2-3711(A)(8) of the Code of Virginia for (1) discussion and consideration of the resignation of a specific former County employee, including three potential separation-agreement terms and a pending grievance proceeding initiated by that individual; (2) consultation with legal counsel and briefings by staff pertaining to actual or probable litigation involving the same former County employee, where consultation in open meeting would adversely affect the negotiating or litigating posture of the County; and (3) consultation with legal counsel regarding specific legal matters requiring the provision of legal advice, specifically, (i) the matters identified in paragraphs 1 and 2 above, and (ii) a separate legal matter concerning County financial controls and ongoing external inquiries. 10.02 The Culpeper County Board of Supervisors will motion to enter into a closed session pursuant to § 2.2-3711(A)(1) of the Code of Virginia for the purpose of discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body; specifically related to Culpeper County Administration Office. 10.03 The Culpeper County Board of Supervisors will motion to enter into a closed session pursuant to §§ 2.2-3711(A)(1) and 2.2-3711(A)(6) of the Code of Virginia for the purpose of discussion or consideration of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected; specifically related to a forensic audit.
